PMI: Policy & Management control Instruments
A process of changes has taken place in many European countries since the introduction of PMI, the Policy & Management control Instruments. BMC supports government organisations, and other not for profit organisations, going through this process.
PMI assist you to realize an effective steering on political, administrative, management and executing level. PMI keywords:
The main objective is improvement of, and coherence between the instruments of policy and management: policy plan - multi year budget - year budget - business plan - interim report - annual report.
The PMI-process offers the (political) organisation the opportunity of organisational diagnosis: insight into the manner in which the organization is functioning and why organisations do not achieve the goals they had planned to achieve. Efficient, effective and market oriented and customer oriented working is then often not feasible.
The main points of departure of the PMI-process:

"Work, Work, Work" is the key to avoid social exclusion of people and to let them participate in society. Municipalities have an important role to achieve this important objective. Municipal authorities can attract economic activities through investments and through the appropriate labour market institutions, and hereby help mediating people to work.
Our offer, helping you with services and management of social and labour market policies:

Room for everyone on the labour market. That is one of the main targets of the European Committee. Projects aimed at the reduction of unemployment, permanent employability of the working population and ‘Life long learning' therefore qualify for subsidy from the European Social Fund (ESF).
In times of reducing budgets ESF offers a chance to local authorities, care institutions, educational institutions, ministries and other organisations that focus on education and employment.
ESF offers a great deal of opportunities. However, there are some well known "ifs and buts".
‘ESF may offer a chance to enhance our budget, but the risks of reclamation are to big...'
‘The administrative hassle'...
‘All those intricate rules that have a tendency to change along the way'...
Don't let yout conclusion be: ‘Let's not risk it.' BMC can help you to make the opportunities available.

Making your organisation Europe proof
Application of European legislation
Municipalities have to apply all sorts of EU legislation. Directives, regulations and decisions are meant to function in the internal market. The majority of these rules are implemented into national law, which also apply to municipalities where appropriate. The directives on public procurement are most important.
Every municipality should be able to work with these EU rules. However, it is recommendable to adapt these tender rules into local public procurement policies to assure proper application and to avoid problems and high financial penalties.
The EU public procurement rules are mandatory and should be applied any time when the criteria are met. Any municipality should develop its own public procurement policies as it may save considerable financial resources, based on the EU rules and within the framework of national law.
The legislation in the field of the environment needs attention regarding the provision of licenses for e.g construction, starting of businesses etc.
Making your municipality Europe proof not only needs account of European legislation, but also profit from the European financial resources. The EU provides many subsidies in order to achieve its political purposes. We help you recognise the possibilities!
Our offer, assisting you applying the rules and funds from Brussels
Human Resources: the gold in your hands
Democracy: responsible politicians and servants
Policies are made by politicians, but civil servants are in charge for the daily execution. A good workforce with motivated people is a basic tool for every mayor and city manager.
A clear communication between managers and their employees contributes to the motivation of employees, which strongly improves if they know which challenges lead to a better position. Plans can work out better in practice if employees have a say in how to organize the work.
Our offer, orientated on your management:
The local councils are the cradle of democracy. After the elections the voters expect that their representatives will be good and responsible politicians.
In Europe there are two main developments: the increasing importance of EU and the tendency towards decentralisation. The local and regional levels become more important in the fields of planning, financing and decision making. Local elected representatives should know their rights and duties and how to use them in daily life. Politicians should also be responsible and transparent in their behaviour, in order to build a growing public confidence.
Our offer to improve the quality of politicians:
Making your district more attractive
Local investments, Leisure and Tourism

Subjects and circumstances are different, but subsidies, supporting measures, tax measures, realise or renew work locations often occur. BMC offers its expertise and experience in local, regional, national and European affairs.
Our offer to stimulate your attractive profile, connecting the local and regional authority:
