PMI: Policy & Management control Instruments

A process of changes has taken place in many European countries since the introduction of PMI, the Policy & Management control Instruments. BMC supports government organisations, and other not for profit organisations, going through this process.

PMI assist you to realize an effective steering on political, administrative, management and executing level. PMI keywords:

The main objective is improvement of, and coherence between the instruments of policy and management: policy plan - multi year budget - year budget - business plan - interim report - annual report.

The PMI-process offers the (political) organisation the opportunity of organisational diagnosis: insight into the manner in which the organization is functioning and why organisations do not achieve the goals they had planned to achieve. Efficient, effective and market oriented and customer oriented working is then often not feasible.

The main points of departure of the PMI-process:

  • Politicians can see the result of their plans;
  • Achievements, effectiveness and efficiency are tested and accounted for;
  • The management is able to steer and adjust with respect for the most important policy-aspects;
  • Managers can fill in their integrated responsibilities;
  • The parts of the organization are responsible for achieving results with the budget allotted to them and the decentralised responsibilities.

European Social Fund

Room for everyone on the labour market. That is one of the main targets of the European Committee. Projects aimed at the reduction of unemployment, permanent employability of the working population and ‘Life long learning' therefore qualify for subsidy from the European Social Fund (ESF).

In times of reducing budgets ESF offers a chance to local authorities, care institutions, educational institutions, ministries and other organisations that focus on education and employment.

Application of European legislation

Municipalities have to apply all sorts of EU legislation. Directives, regulations and decisions are meant to function in the internal market. The majority of these rules are implemented into national law, which also apply to municipalities where appropriate. The directives on public procurement are most important.

Every municipality should be able to work with these EU rules. However, it is recommendable to adapt these tender rules into local public procurement policies to assure proper application and to avoid problems and high financial penalties.

The EU public procurement rules are mandatory and should be applied any time when the criteria are met. Any municipality should develop its own public procurement policies as it may save considerable financial resources, based on the EU rules and within the framework of national law.
The legislation in the field of the environment needs attention regarding the provision of licenses for e.g construction, starting of businesses etc.
